She served as the woman Member of Parliament for Sheema District (Uganda) during the ninth parliament (2011-2016) and was re-elected to represent her people in the eleventh parliament (2021 to date). As a legislator, she exercises fundamental duties of Legislation, Appropriation, Representation and Oversight. Additionally, she has offered strategic support to various commitees and departments such as; the Natural Resources Committee and the Gender committee of Parliament where she champions the rights of women, girls and children.
Over the last 27 years, she has built a strong track record in mobilization, advocacy and program management to promote gender equality and as a result; she has been identified to serve at various levels of decision making. She is a founder member and programme Director of Sheema Women’s Development Association, former Director of Programmes at the Forum for Women in Democracy (FOWODE) and former Vice Chairperson Uganda Women Parliamentarians Association (UWOPA) among others.
Rosemary holds a Master of Arts in Demography (Population Studies) with key competencies in national, regional and international facets of gender, management, training, governance, children’s rights, research, policy analysis, monitoring and evaluation.
